The issue began Thursday, 9/7/17. I do not recall the last time I tried to use the Microsoft Photos app, but it worked at that time. The issue affects all photos, which I can transfer to a computer running an older version of windows and open, so it is clearly not a file corruption issue.
Windows 10 is up to date. I have tried to reset the app, but that has not helped. I have tried to update the app, but as I said in the original request, the installation never proceeds forward.

I reset the Windows Store, however, the download will never actually complete - have waited over an hour for this to download with no progress.
Windows Store will not download other apps or programs.
Microsoft Photos is still not working.

Hello Dave,
Thank you for letting us know. In this case, we suggest performing a repair upgrade using the Windows 10 ISO file.
'If your Windows 10 installation is demonstrating unusual behavior such as built in apps not working or launching, you can perform a repair upgrade to fix the problem. A repair upgrade is the process of installing Windows 10 over the existing installation of Windows 10 on your hard disk, using your installation DVD or ISO file. Performing this can repair broken operating system files while preserving your personal files, settings and installed applications.'
Here's an article created by Andre Da Costa to guide you in the process.
Update us on the outcome.
Regards.

Hi!
I am having terrible problems with this app since it upgraded itself to - version 2017.35071.16410.0 on 15/09/2017. Prior to this update it was really, really good!
It now keeps crashing on start-up and usually takes around 5 to 8 attempts to get it running. I have tried resetting the app and reregistering it but none of these work.
Windows 10 in my opinion has gone rapidly downhill ever since the so called 'Creators Edition' was released.
Again, in my opinion, the only thing that the 'Creators Edition' has done is create lots and lots of problems, mainly with the built-in apps.
